Shane Rodgers, Co-Founder, Chairman, Chief Executive Officer, and Managing Member of Signal Capital Management LLC and Signal Investing LLC.
Mr. Rodgers has more than 30 years experience in investment banking and corporate finance, as well as management and operations, in Australia and the United States. Prior to Signal, Mr. Rodgers served in a wide variety of positions, including as Co-founder and Chairman and CEO of Anglo Arabian Corporation Ltd. , an unlisted Australian public investment company from 1980 to 1985; A director at Satco Power Corporation, which he helped take public, from 1985 to 1987 Chairman and CEO of the Chancellor Group, Inc., a publicly-traded US oil & gas company, from 1997 to 2001; as a partner and Chairman of Capital General Partners, an Australian boutique corporate advisory firm
from 1996 to 1998, and as a Partner in KKR Associates, an Australian investment partnership (unrelated to Kohlberg Kravis Roberts & Co.), from 1993 to 1995. Mr. Rodgers has invested in and has raised capital for companies across a diverse range of sectors, including media and communications, power generation, real estate, oil & gas, business and financial services, and biotechnology. Mr. Rodgers has also originated, or advised upon, a variety of reverse-merger transactions in the United States since 1985, and has structured and negotiated tax efficient debt and equity financings in the power generation sector. Mr. Rodgers was also on the boards of US Mining Inc., a public company currently in the process of relisting, and with mining and mineral trading operations in the US, Australia, Mongolia, and China; Luminx Industry Corp, a manufacturer and wholesaler of LED lighting technology with manufacturing, assembly, R&D, and administrative operations in the US, Hong Kong, China, Taiwan, and Europe; Global Fashion Group Inc, a roll-up of fashion industry design, manufacturing, wholesale and fashion retail businesses operating in the US, China, Taiwan, and Korea; and was formerly an advisor to GreenTec-USA Inc, a US defense contractor and manufacturer of advanced computer technology based in Reston, Virginia.
Yufeng Xie, Beijing, China,

Ms. Xie is an experienced legal expert in international trade law, and funds management and investment. She holds an L.L.B. degree in Economic Law from North China University of Technology. Following her L.L.B. education, she worked as a legal advisor to a large state-owned company with more than 6,000 employees. Miss Xie also obtained the degree of Master of Laws (L.L.M) from the University of Arkansas. During her study in the L.L.M. program, she worked as a graduate assistant in
the U.S. National Agricultural Law Center and gained extensive experience in U.S. law. She is now a finance expert excelling in both Chinese law and US finance practice.
Ms. Xie maintains close relationships with many industrial companies and major financial institutions throughout China, and works with Signal to introduce Western companies into China for access to capital; joint ventures; acquisitions, and access to markets. Ms. Xie also introduces Chinese companies to Western capital markets and foreign partners, and aids Chinese companies in procuring access to Western technologies and natural resources.
Ari Weinstock, Managing Director (Melbourne, Australia)
Mr. Weinstock began his career with the Commonwealth Scientific and Research Organization (CSIRO) in Australia in 1971. Moving into the commercial world with an Australian joint venture between Computer Sciences Corporation and the AMP Insurance Group, he was involved in selling the operational design and development of large scale commercial and scientific mainframe computer applications for clients in the mining and finance sectors.
Mr. Weinstock co-founded Abacus Data Services, then founded and managed National Computer Services for fifteen years. These firms marketed computers and peripheral equipment, and developed and customized commercial software applications. Mr. Weinstock expanded his technology business into international commodity trading via the Video Technology group of companies, of which he was Chairman and CEO. Trading fertilizer for computer technology, electrical goods, and clothing, the trades involved negotiation and fulfillment of countertrade contracts and letters of credit, extensive personal dealings with chambers of commerce, banks, financial institutions, suppliers, shipping and
forwarding organizations around the globe including Hong Kong, Taiwan, Singapore, Japan, United States and states of the former USSR from 1987 to the mid 90’s. He is also actively involved in project management, regulatory and government grant activities with medical device and biotechnology start-up firms.
Dr. Joseph Tovey, Senior Advisor
Dr. Tovey is currently CEO of Tovey & Company LLC, an investment banking firm in New York City. He has practical experience and advanced degrees in corporate finance, investments, accounting, taxation and economics. Dr. Tovey has originated mergers, divestitures, and financing for several petroleum, oil service, and coal companies. Dr. Tovey has originated pipeline rights-of-way in return for fiber-optic line participation ventures, with minimal capital outlay for petroleum industry participants. He has advised on the financial aspects of 146 proposed mergers and acquisitions transactions, including completed acquisitions valued at more than $3.7 billion.
Dr. Tovey has advised on 21 joint ventures with values exceeding $5 billion. Dr. Tovey also provides litigation support in various matters involving intertwined corporate, taxation, antitrust, management and finance issues. He has testified before the Senate Antitrust and Monopoly Subcommittee regarding financial, commercial, and anti-trust issues facing the petroleum industry, and has advised the International Energy Agency on petroleum industry financial reporting and financial issues and practices. Dr. Tovey is Adjunct Associate Professor, Syms School of Business, Yeshiva University, and is widely published. He is a member of the New York Society of Security Analysts, and the CFA Institute. He obtained a Ph.D in Corporate Finance and Investments in 1969 from New York University Graduate School of Business Administration, and an MBA in Taxation in 1961.
Lukas C. Bos, Senior Advisor, and Operating Partner (Rotterdam, The Netherlands)
Mr. Bos graduated from the Design Academy, Eindhoven University, and received an M. Sc. In Industrial Design and Engineering, from the University of Technology, Delft, The Netherlands. With his company, Bos Industrial Design Consultants, he has developed products for several European companies and for the Department of Advanced Science and Technology of the University of California in Los Angeles. For several years, Mr. Bos has been a part time professor at the Royal Gerrit Rietveld Academy of Arts in Amsterdam, Department of Industrial Design. In 2003, Mr. Bos won the prestigious New Venture Award in the Netherlands.
Through his work and experience, new business development became increasingly important and has become his main focus. He is co-founder of Lucrum Holdings, LLC., a company which seeks and evaluates new investment opportunities and which structures new businesses from early stage technological initiatives.
Mr. Bos is a founder and Chairman of Enlight LLC, a new all-natural juice and beverage company start-up, and a co-founder of Dutch Airport Solutions NV, a designer of airport interiors and fixtures, worldwide, which was recently sold to Canadian company, Evans Consoles. Mr. Bos is also a co-founder and director of Lucrum Technology Group BV, and CEO of Luminx Europe BV, a joint venture with Luminx Industry Corp, of the US.
The Development Team
We are building out an extensive blockchain, product development, and R&D team, over time. We are internally developing our own blockchain platform and functions, including but not limited to apps and smart contracts for the mobile use of PDX in transactions payments and global transfers and apps tied to our planned internally-owned and operated commercial and retail banking units. We are also placing a high emphasis on developing and incorporating artificial intelligence-driven apps into our product suite, as well as in the further strengthening of our token-holder security platform and features.
We are contracting with Very LLC (“Very”, and at www.verypossible.com ) to design and build our initial core blockchain and smart contracts technical infrastructure, including all smart contracts to the point of ICO-ready status. A copy of Very’s Scope of Work document is available from us, upon request. The mechanics of setting up and distributing, then issuing, the PDX tokens are fairly straightforward, and are achieved through the creation and deployment of at least three (3) Smart Contracts:
- The PDX ERC-20 Smart Contract
- The PDX ICO Smart Contract
- The PDX Version Control Smart Contract
Very LLC will create these smart contracts and will fully test their robustness and functionality on the Ethereum Test Network multiple times before they go “live” on the public Ethereum Blockchain. The smart contracts will be programmed in “Solidity” (a Javascript-like language unique to Ethereum), using the Truffle framework.
We are also contracting with Modulus Financial Engineering Inc. ( www.modulusfe.com) to build and provide a high-speed and absolute state-of-the-art cryptocurrency exchange and trading technology platform, delivered on a turnkey basis, and capable of transacting up to 10 million transactions per second, with ultra-low 40 nanosecond latency. Modulus is one of the world’s leading vendors of advanced trading technology and engineering solutions, and includes JP Morgan and Nasdaq among its client base.
The PDX Energy Team
Bradley W. Fischer, CEO - Strong top-level industry background, and previously CEO of a multi-billion dollar global energy concern which was one of the top 50 US oil & gas companies. Excellent track record, commensurate with our needs, including strong operational experience in Wyoming and the Gulf region, across both exploration as well as producing properties. As CEO, built CMS Oil & Gas from $325 million to $1.75 billion in value in four years, with 211 million barrels of proved recoverable reserves, and readied it for a $300 million IPO. He earned a Bachelor of Science degree in Mechanical Engineering from the University of Nebraska in 1972 and completed the Program for Management Development at Harvard Graduate School of Business in 1991. He has 40 years of experience in the oil industry. He has held executive management and operations assignments with Ashland Exploration, Inc., Mitchell Energy Corporation, Tenneco Oil Company and Texaco. He has both domestic and international operations experience, including management responsibility for Ashland’s international operations. He is a member of the Society of Petroleum Engineers.
Paul A. Doyle, President and Chief Operating Officer – Highly accomplished executive with several decades of development, drilling, production and senior management experience domestically and globally,
including South America and Africa.
Kenneth J. Stockel, Chief Financial Officer – Dynamic management career spanning over 30 years, building and leading high-performing accounting, operations, and administrative teams at diverse energy industry companies. Expert accounting qualifications combined with strong risk management, M&A, negotiation and leadership skills significantly contributed to bottom line results. Certified Public Accountant with Big-4 accounting background.

Bateman, Director, Independent, has forty years of worldwide experience with major oil companies in up-stream operations (Amoco) and with large independents (Bridas / Pan American Energy and CGC) and with consulting, research and service sectors (Schlumberger, Halliburton & Gaffney, Cline & Associates) of the oil and gas industry. Proven credentials as an oil finder and leader / manager of technical
teams developing and applying geosciences systems and software to finding and quantifying hydrocarbon reserves. At the forefront in establishing integrated, multi-disciplinary teams for reservoir characterization / reservoir description and reservoir management.
